Lowering of terror alert in London in June was a plot?

It is not necessary to be a coincidence that in the mid-June the terror alert was lowered down and just within 21 days London's entire public transportation system was rocked thereby lowering the estimation of the London Intelligence Agencies in the eyes of the world.
There appears to be a willful and well designed conspiracy for creating an artificial atmosphere among the top intelligence and law enforcement officials and also the office of the Joint Terrorist Analysis Center.
These offices released an assessment report that there was no such group or groups functioning with both the current intent and the capability to attack the UK.
According to a press report appeared in Times International, New Delhi on 20 July, 2005 the previously undisclosed report was sent to British Government agencies, foreign governments and corporations in mid-June.
It is about three weeks before a team of four British suicide bombers mounted their July 7 attack on London's public transportation system.
The assessment by the Joint Terrorist Analysis Center prompted the British government to lower its formal threat assessment one level, from "severe defined" to "substantial." The center includes officials from British's top intelligence agencies, as well as Customs and the Metropolitan Police.
The British government should probe the matter and try to trace back, how the severe defined alert was lowered to substantial. If this advice is followed, there is every likely reason that the authorities may dig deep into the base of conspiracy of terrorist attack of 7/7.
