Ban Ki-moon, Secretary General, United Nations through his e mails” sgcentral@un.org,sg@un.org, to use his good offices to prevent another humanitarian catastrophe being inflicted on the innocent residents of Ashraf Camp in Iraq.
The copies of the same are endorsed to Ms. Navi Pillay,High Commissioner for Human Rights, Ambassador Christopher R. Hill, Gen. Raymond T. Odierno, Commanding General, USF-I and Mr. Ad Melkert, Special Representative of Secretary-General for Iraq.

Dear Secretary-General,
The undersigned is Dr. Raj Baldev, Cosmo Theorist, and Lead Man of God Believers, a dedicated Horizon that serves the social causes of World Peace & Earth Saving Mission (WP&ESM) including Human rights anywhere in the world and is at present hotly devoted to help the cause of Global Warming by all available means to save the Earth.
God Believers Horizon was formerly known as National Integration Assembly (NIA) , which served the world peace for over 35 years and in this connection, the undersigned Dr. Raj Baldev, Cosmo Theorist, and the then President of National Integration Assembly (NIA) served the world peace promotion throughout the world and many Heads of States granted special privilege to the undersigned to visit their countries on State Visits. Now God Believers Horizon has widened its social area.The then NIA contributed substantially in getting the Iran-Iraq war ended.
The undersigned Dr. Raj Baldev, Cosmo Theorist and Lead Man of God Believers, World Peace & Earth Saving Mission (WP&ESM) respectfully submits about an unfortunate story of around 3,400 unlucky members belonging to People’s Mojahedin Organization of Iran (PMOI), who have been residing in Camp Ashraf in Iraq for the last 23 years.
After occupation of Iraq, in 2004, though Fourth Geneva Convention recognized all the 3400 members of the Ashraf Camp as 'protected persons', their irony of fate did not end there. They were usually attacked by some quarters of the Iraq Govt. or the other and were manhandled, mistreated and tormented.
Since July 2009, the Iraqi forces have continuously been launching deadly attacks over these defenseless Ashraf residents to such an extent on some pretexts or the other that ultimately it developed into an international humanitarian issue.
To enlighten this issue further, the undersigned Dr. Raj Baldev, Cosmo Theorist and Lead Man of God Believers, World Peace & Earth Saving Mission (WP&ESM), and being staunch supporters of Human Rights, humbly submit that the U.S.A. had handed over the charge of protection and control of the camp to the Iraqi forces at the beginning of 2009 in good faith. The USA, being Followers and Protectors of Human Rights, gave a moral guarantee to maintain the due dignity of the residents of Ashraf with an honorable protection that they compassionately deserve.
But contrary to the moral contract of the Americans, which they expect from the Iraqi Govt. to protect the interest of the residents of Ashraf genuinely and sympathetically, had let down the USA’s moral agreement, by violating the real terms, rather the Iraqi Govt. abused the very thread of protection of these innocent people by all available means by their acts of torture and anguishly sufferings.
The Govt. of Iraq, in fact, grossly abused the human rights of these people with every sort of harsh action that they could take and deploy against these people; in short, the Iraqi Govt. violated the moral and ethical guarantee, the international assurance which the American authorities gave to these residents of Ashraf.
The Iraqi Govt., who was supposed to respect the human rights of camp's residents as per Americans’ word of honor, contrary to the expectation of the American authorities, abused and disrespected them on every term of their assurance, which they (Americans) had lent to the residents of Ashraf. In short, the Govt. of Iraq let down the Americans’ noble words of honoring the protection of the residents of Ashraf and lashed their action of inflicting every sort of atrocity over the innocent people.
It shall be important for the undersigned to mention here that a Committee at the Iraqi prime minister's office, had imposed a complete siege on Ashraf by forbidding the entry of human rights monitoring delegations, lawyers of the residents, and even residents’ relatives to Ashraf.
So much so, the undersigned Dr. Raj Baldev, Cosmo Theorist, and Lead Man of God Believers Horizon, (Formely NIA), World Peace & Earth Saving Mission, is pained to know that the so-called Committee has seriously restricted, rather mostly suppressed the residents' access to medicine, doctors and medical necessities.
It has forbidden the entry of fuel for civilian use for many months. In order to incapacitate and crush the moral of the residents, the Iraqi government does not allow residents to sell their handicrafts or industrial productions for their daily income.
The committee has practically turned the Camp into a prison for its inhabitants.
The policy of suppression and exerting pressure on the residents, which has been repeatedly demanding by the Iranian government, turned violent. Concurrent with the suppression of the opposition and the Iranian people seeking freedom and a democratic change during nationwide demonstrations inside Iran, on 28-29 July 2009, the Iraqi army and police forces brutally attacked the unarmed civilian residents of Ashraf.
Not only this, during these unprovoked attacks against the camp, 11 residents was killed, more than 500 wounded, and 36 residents were arbitrarily arrested.
According to independent reports, the Iraqi forces immediately placed these 36 residents under torture.
The following day, the Iranian authorities fervently welcomed this humanitarian catastrophe at the camp. For example, in a state-run TV program, Iranian regime parliament speaker Ali Larijani, expressed hope that the Iraqi government would not allow the residents to remain in Iraq. He added, "We welcome the move (raiding the camp) although it was late."
In addition to the deadly attacks and inhumane pressures on Ashraf - all in flagrant violation of Iraq's international obligations - the Iraqi government is trying illegally to displace Ashraf residents and send them to exile to remote deserts in southern Iraq.
“Prime Minister Maliki wore to expel PMOI members…” He wrote, “Relocating them to Noqreh Salman is a first step for their final expulsion from Iraq” (Reuters, December 9, 2009). Noqreh Salman is a deserted location in southern Iraq and has been known as the most notorious prison and exile point for political prisoners with inhumane living conditions.
Unfortunately, the Iraqi government has acted in complete disregard for continuous protests of thousands of European and American lawmakers and international and humanitarian organizations.
A year-long experience has shown that the Iraqi government not only has no intention of protecting defenseless Ashraf residents, but also it has placed them under complete siege and has conducted attacks against them.
In view of the above circumstances as explained by the undersigned, it is to underline that in order to save the lives of Ashraf residents, whose annihilation has become the mandate of the Iranian regime more than ever due to escalating uprisings for freedom inside Iran, the following points warrant perusal by the monitoring organs of Camp Ashraf – the U.S. and the UN - to prevent another humanitarian catastrophe:
1. The United Nations should undertake the responsibility to protect Ashraf residents because the Iraqi government has proven during last year that it has neither the intention nor the ability or the competence to protect Ashraf residents.
2. Until UN forces assume responsibility for protection of Ashraf residents, U.S. forces in Iraq should guarantee that residents would not be subject to attack, brutality and forced displacement.
3. Until Ashraf residents are transferred to a member state of EU or the U.S., the Iraqi government should officially recognize, respect and admit the rights of Ashraf residents according to the resolution adopted by the European Parliament on April 24, 2009, on Ashraf.
