Raje Govt. agrees to talk with Gujjars at Bayana, Center supports

Jaipur, Rajasthan, India: June 8, 2008 – International Reporter (IRS) - Seeing the mood of the Gujjars that they could take a tough stand again, the Rajasthan government agreed to have preliminary talks at Bayana and thereafter at Jaipur, it was a face saving decide for the govt.
The talks are expected to be held today between the state government officials and Gurjar Arakshan Sangharsh Samiti, led by Colonel Kirori Singh Bainsla.
The Govt. revised its plan and offered an alternative of talks first at Bayana and thereafter at Jaipur and the Gujjar leadership agreed to that. Mr Bainsla, who is at present camping in Karwadi-Pilupura area, about 5 km from Bayana, said that if the preliminary talks prove ‘fruitful’ , he would have no objection to hold talks at Jaipur for the final round.
A delegation of 45 members of Gujjars would participate in talks, to which the govt. has agreed. The Rajasthan Govt. had earlier asked the Gujjar leadership to reduce the number of delegation, which originally were 60 by excluding the names of Gujjar leaders from Uttar Pradesh, Haryana, Punjab and Delhi since the matter related only to Rajasthan.
Meanwhile, the Centre’s reluctance to get into the frame for sorting out the mess was evident when it said the state was competent enough to declare the community nomadic or de-notified tribe.
Union tribal affairs minister PR Kyndiah told a news agency that Article 16 of the Constitution authorizes the States to make provisions for reservation to nomadic or de-notified tribes other than the Schedules Castes, Scheduled Tribes and OBCs, if the situation demands.”
Citing the example of Maharashtra government which had already implemented four per cent quota for the nomadic or de-notified tribes, Mr Kyndiah said no Constitutional amendment for this purpose was necessary or feasible as any such move would, inter alia, upset the delicate Constitutional balance.
He said if the Vasundhara Raje government really wants to grant ST status to any community, it has to send a proposal incorporating all required criteria and with a comment justifying the move.
“Unless the criteria are fulfilled, any proposal from any state government has no meaning,” he said. Kyndiah already had conveyed to Raje the Centre’s stand on the issue of granting any community nomadic or de-notified tribe status.
Meanwhile, Rashtriya Swayamsewak Sangh (RSS) chief KC Sudarshan on Sunday criticised the ongoing Gujjar agitation in Rajasthan and accused its leadership of holding the entire state to ransom. “Merely a 5% population of 25 lakh of Gujjar community was indulging in violence, arson and creating law and order problem to press for the demand for their inclusion in the scheduled tribe category, which is totally unjustified and uncalled for,” Mr Sudarshan said while addressing the concluding function of third year training course.
