Blast in Ludhiana cinema hall; 7 dead, 32 injured, who to blame?

Ludhiana, Punjab, India:October 15, 2007 - Terrorists seem to have accelerated their radical activities in different areas of India but the Govt. machinery is either ignorant of it or taking such incidents light. The first phase of their attack was struck in Ludhiana, Punjab on Sunday in late hours in a cinema hall, which was packed to capacity being Eid.
The injured were sent to Christian Medical College and Civil Hospital, Ludhiana.
The two powerful bombs exploded one after the other just in second’s difference killing at least seven people, including an 11-year-old boy, and injured over 30, seven bodies have been recovered, there could be more casualties, nothing sure.
Deputy Inspector-General of Police Ishwar Singh confirmed that the blasts were aimed to create "terror" and well planned.
International Reporter contacted Dr. Raj Baldev, famous Cosmo Theorist and Chairman “National Integration Assembly” (NIA) and sought for his comments. His views:
Dr. Raj Baldev said, “Where is the safety of the public? Who cares? The political leaders at the helm of affairs and the administration under them have become so selfish that they have no time to make pre-safety arrangements for the people, especially at such places which attract crowd on certain days.
Dr. Raj Baldev further said: “The govt. machinery feel free to have no responsibility towards a common man and his or her life. Simply to rush the injured to the hospital does not end their obligations. The govt. or the court should make such arrangement, if any lapse is found on the part of the police officials and other concerned, heavy penalty in the form of compensation should be recovered from the political leaders of that area as well as the officials of the Administration and paid to the victim’s family. This is one way to make them alert to discharge their obligatory duty.”
Dr. Raj Baldev concluded: "Delhi looks to be their next target, the authorities should note and take proper precautions." (IR Summary).

The incident took place at around 8.45 pm. Eyewitnesses said a high-intensity bomb exploded under a chair in the third row, close to the screen and ripped apart seating arrangements in the front rows. It was followed in a few seconds. After an inspection of the blast site, Deputy Inspector-General of Police Ishwar Singh said forensic experts have been asked to examine the nature of explosives used.
The Centre is closely monitoring the security situation in Punjab, which was put on a high alert following the explosions..
