It is a good move by the Centre to re-settle Maoist cadres for those who surrender, the authorities have also allocated extra funds to be paid to them if they join the mainstream by leaving CPI (Maoist) Party and vow to live like good citizens. By doing so, some violence could be averted and the influence of China would also reduce.
According to the new surrender policy, explained to the top officials of nine Maoist-affected states in a meeting on Monday, for a surrendering senior Maoist cadre of the level of polit bureau, central committee or area commander, Home Ministry has allocated a quota of Rs. 2.5 lakh as re-imbursement amount for seniors and Rs. 1.5 lakh for junior cadres.
In addition, the Maoist will also receive a sum of Rs. 30,000 extra per weapon of the quality of SLR or assault rifle like AK-47 or INSAS.
Another good clause for them is that they shall be entitled to get a monthly stipend of Rs3,000 for a period of three years continuously which can also be increased in special and compassionate cases.
Union finance minister P Chidambaram, who had Maoism on top of the agenda during his previous avatar of Union home minister, gave the nod to the changes despite facing a financial crunch. The changes will be effective from next financial year beginning April 1.
The govt. should ensure that Maoists who surrender belong to the genuine Maoist Cadre, there shall be fake Maoists who would come forward to receive this benefit.
It is also reported that Centre has doubled the amount given for community policing to 106 key Maoist affected districts from Rs.5 lakh per district per year to Rs10 lakh.
In short, the govt. has done a wise thing after several years to think of Maoists Cadre, who had continuously been alleged to kill the policemen and many other unlawful activities.
The re-settlement of Maoists is one of the issues which has been long pending and the govt. remained sitting silently, a good move, it beats China’s influence in India in one area.
